Resolution
This issue occurs when the country does not have an available shipping zone in Shopify. Add a shipping zone in your Shopify settings for that country to resolve this issue.
Note: Shipping zones should also be added to allow billing addresses from that country. For example, if you only ship to Canada but want to allow customers to add a US billing address, you must create a zone for the US. However, you can create an empty zone with no shipping rates to ensure customers cannot have products shipped to that country.
